Общинска банка АД е учредена през през април 1996 г. като универсална търговска банка. Банката е лицензиран първичен дилър на държавни ценни книжа, лицензиран инвестиционен посредник за операции с корпоративни ценни книжа, притежава лиценз за оператор с електронни дебитни и кредитни карти с местен и международен достъп, касов изпълнител на бюджети. Общинска банка АД има сключен договор с МФ за обслужване на бюджетни разпоредители, включени в системата на Единната сметка.
