Колко пести бизнесът за година от намалението на административните тежести
България

238,5 млн. лв. годишно е спестил бизнесът в България в резултат на мерките за намаляване на административната тежест в периода от 2012 г. досега. Данните са от отчета за изпълнението на Втория план за действие за намаляване с 20 % на административната тежест на законодателството, което съдържа национални и транспонирани европейски директиви. 

Мерките, които са предвидени за реализирането на този план, са свързани с въвеждане на възможности за подаване на сведения по електронен и мрежов път, събиране на данни от други държавни органи вместо от бизнеса, премахване на задължения, разработване на инструкции, опростяване на терминологията и намаляване на сложността на нормативните разпоредби.

Според разгледаният по време на правителственото заседание на 11 март доклад от планираните 167 мерки изпълнените са 104 (62%). С тях е постигнато намаление с 15,7% от очакваното 20-процентно намаление на административните тежести. Сред най-важните реализирани мерки са създаването на възможност за подаване на различни документи по електронен път в НАП, МОСВ, Главна инспекция по труда, стартирането на Електронния регистър на болничните листове, който предстои да добави още функционалности от полза за бизнеса до края на годината, премахването от Кодекса за социално осигуряване на задължение за дублиращо се подаване от страна на бизнеса в банките на платежни документи и декларации за внесени осигурителни вноски върху трудови възнаграждения, разработването на ръководства за потребителите, указания и насоки на достъпен за тях език и др. За неизпълнените мерки са определени нови срокове.

Актуализиран е също така съставът на междуведомствената работна група за изпълнение на ангажиментите по програмата на Европейската комисия за намаляване на административния законов товар. Тази група ще има за задача изготвянето, приемането и изпълнението на трети План за действие за намаляване на административната тежест за бизнеса (2015-2017 г.).
