Местната власт ще контролира дейността на обектите за дестилиране на етилов алкохол според приетите днес на първо четене промени в Закона за ацизите и нанъчните складове.

След гласуването на общо четири законопроекта Народното събрание реши регистрацията, декларирането и заплащането на акциза за малък обект за дестилиране да е в правомощията на местната власт. Административният контрол също преминава от Агенция "Митници" в ръцете на общините, в които се намират съответните обекти. Митническите служители ще продължат да следят обаче за незаконно производство на етилов алкохол от лица без регистрация. Министерство на икономиката пък ще трябва да води публичен регистър за лицата, които внасят на територията на страната, произвеждат, продават, предоставят или предлагат съоръжения и/или оборудване за производство на етилов алкохол, дестилати и спиртни напитки. Регистираните лица ще бъдат задължени да подават данни за своите клиенти.

Другите промени в ЗАДС, които бяха приети днес, са във връзка с обема на съдовете в малките обекти за дестилация и сроковете, в които тези обекти могат да произвеждат етилов алкохол. Според новите текстове общата вместимост на съдовете ще е до 1000 литра включително вместо до 500 литра, както е според действащия в момента нормативан акт. Отменят се и разпоредбите, според които малките казани могат да варят ракия само от 1 юли до 31 декември на годината, а в останалото време трябва да уведомяват в 14-дневен срок Агенция “Митници”.

В гласуваните днес текстове се предлага и прецизиране на определението за "специализиран малък обект за дестилиране", като се добави, че в него се произвежда не повече от 10 хектолитра чист алкохол на година, което е в съответствие с европейското законодателство.
