С обнародваните промени по отношение на Наредба № Н-18 от 2006 г. за регистриране и отчитане на продажби в търговските обекти чрез фискални устройств в ДВ, бр. 44 от 16. 06. 2015 г. се ограничава кръгът на лицата, които са освободени от регистриране на продажби в търговските обекти.
 

Промените засягат ограничение в обхвата на регламентираното изключение за отчитането на продажбите в търговските обекти във връзка с:

  • културни дейности (концерти, театър, кино, опера, балет);
  • спортни мероприятия;
  • увеселителни паркове и атракционни съоръжения;
  • изложби и панаири;
  • паркиране и други.

Отчитането може да става чрез билети или други удостоверителни знаци за услуги (квитанция, талон и др.), които съдържат трайно вписана при отпечатването номинална стойност и най-малко два защитни елемента върху хартията и/или при печата и са издадени по реда на Наредбата за условията и реда за отпечатване и контрол върху ценни книжа, приета с Постановление № 289 на Министерския съвет от 1994 г. (обн., ДВ, бр.101 от 1994 г., изм. и доп., бр.38 от 1995 г.; изм., бр.73 от 1998 г., бр.8 от 2001 г., бр.54 от 2008 г.).

Изискването за трайно вписана при отпечатването номинална стойност не се отнася за бланкови билети за превоз на пътници, които се издават на химизирана хартия най-малко в два екземпляра – един за клиента и втори за лицето по чл. 3.

Това изключение се запазва само при продажби на:

  • билети, карти, абонаментни карти за превоз на пътници, когато издаването им е задължително съгласно нормативен акт, и билети, фишове, талони и други удостоверителни знаци за участие;
  • в хазартни игри по смисъла на Закона за хазарта (чл. 4, т. 3 и чл. 39а, ал. 1 – изм.).

Предвиден е преходен период за привеждане в съответствие с изискванията на Наредба № Н-18 на лицата, които бяха освободени от задължението да регистрират и отчитат продажбите в търговските обекти чрез фискални устройства (§ 3 от ПР).

Те следва да започнат да отчитат продажбите на услуги по общия ред на Наредба № Н-18 в едномесечен срок от влизането й в сила.
