Финансовото министерство предложи за обсъждане поредната промяна в Наредба № Н-18 от 2006 г. за регистриране и отчитане на продажби в търговските обекти чрез фискални устройства.

Измененията в нормативния акт се налагат от констатираните затруднения при зареждане с течни горива на земеделска техника, за която не се изисква регистрация съгласно Закона за движението по пътищата и съответно няма право да се придвижва по републиканската пътна мрежа, което на практика възпрепятства достъпа ѝ до бензиностанциите. 

Промените в Наредба № Н-18, с които се регламентира изискването за монтиране на нивомерни устройства за стационарните ведомстветни бензиностанции и подаването на данни  в НАП, бяха обнародвана в бр. 49 на ДВ на 30 юни 2015 г. 

С настоящия проект за изменение и допълнение на Наредбата за фискалните устройства МФ предлага освобождаване на регистрираните земеделски производители от задължението за регистриране и отчитане чрез електронна система с фискална памет (ЕСФП) и нивомерна измервателна система на зареждане за собствени нужди с течни горива на превозни средства, машини, съоръжения или друга техника, регистрирана по Закона за регистрация и контрол на земеделската и горската техника от резервоари, които не са стационарни подземни резервоари. Данните за заредените горива ще се се подават по реда на чл. 59а, ал. 3 от наредбата.

В предложения проект е предвидено още задължителното отчитане на продажбите на продукция, реализирани на пазар на производители, чрез касов бон или интегрирана автоматизирана система за управление на търговската дейност. 

При приемане на така предложените промени и обнародването им в Държавен вестник регистрираните земеделски производители ще трябва в едномесечен срок да подадат отново данни в НАП за наличните съдове и съоръжения за съхранение и/или зареждане с течни горива.

Текстът на предложения проект на Наредба за допълнение на Наредба № Н-18 от 2006 г. за регистриране и отчитане на продажби в търговските обекти чрез фискални устройства и мотивите към него са публикувани в интернет страницата на Министерство на финансите и становища по предложението се приемат до 21.10.2015 г.
